Originally, some of these teachers were stationed in SNE facilities before transferring to regular schools, where career advancement opportunities were more promising.

However, a recent agreement between the Kenya Union of Special Needs Education Teachers (Kusnet) and TSC has paved the way for their reassignment to special needs schools, where there has been a decline in staff numbers.

The deployment of these teachers will occur in three phases, starting in the second term, with the first batch comprising 1,750 educators.

Subsequent deployments, scheduled for December, will see an additional 2,000 teachers assigned, followed by a final phase involving 347 teachers who were initially part of the SNE system but later moved to regular schools.

According to Kusnet chairman Peter Sitienei, this move is expected to enhance the quality of education in special needs schools.

Currently, there are 300 primary schools and 38 secondary schools dedicated to catering to learners with special needs and disabilities.

Sitienei emphasized the importance of exempting teachers in special units within regular schools from other duties, allowing them to focus solely on meeting the needs of students with special requirements.

Moreover, Sitienei advocated for the establishment of devolved units for specialized education in all counties, stressing the need for adequate resources, manpower, and organizational restructuring to ensure effective curriculum delivery.

He encouraged teachers in regular schools to consider applying for redeployment to SNE institutions to further support this initiative.

In addition to deploying teachers, TSC has agreed to establish an SNE section at its headquarters, staffed with personnel knowledgeable in SNE matters.

These efforts come amidst calls by the National Assembly Education Committee for increased funding for SNE, acknowledging the challenges faced by special needs schools due to under-staffing and underfunding.

During a meeting with Education Cabinet Secretary Ezekiel Machogu, members of the committee raised concerns about the dire conditions in special needs schools across the country.

Baringo Central MP Joshua Kandie highlighted instances where parents were unable to afford school fees or support services for their children with special needs, leading to some children being kept at home.

Machogu acknowledged the shortfall in service delivery and attributed it to underfunding from the national treasury.

Lugari MP Nabii Nabwera emphasized the need for a staffing ratio of one teacher to one learner for those with severe disabilities, while Luanda MP Dick Maungu underscored the importance of adequate human resources to improve the living conditions of learners in SNE schools.

Overall, the initiative to deploy 6,000 teachers to special needs schools represents a significant step towards addressing the shortage of educators in this sector and improving the quality of education for students with special needs and disabilities in Kenya.
