TSC New Disabilities Allowances updated, The Teachers Service Commission (TSC) has issued a remuneration guide for teachers living with disabilities.

In a memo dated June 11, 2024, signed by TSC Chief Executive Officer Dr. Nancy Macharia, it was revealed that the Salaries and Remuneration Commission (SRC) has reviewed the types of disabilities that qualify for allowance payments to public service employees, including teachers and TSC staff.

According to the memo, SRC reviewed the types of disabilities in a circular dated March 7, 2024, referenced SRC/ADM/11(190).

The disabilities that qualify for allowances include deafness, blindness, and low vision requiring magnifiers.

Teachers with low vision are eligible for allowances based on an ophthalmologist’s report indicating a Visual Acuity of 6/60 or below, which constitutes Severe Visual Impairment.

Other eligible disabilities include the use of wheelchairs, crutches, walking frames, and any walking aid that requires the use of both hands.

SRC has allocated a personal allowance of Ksh20,000 per month to public officers living with disabilities, including teachers.

This allowance is part of the monthly remuneration and has been effective since February 14, 2024.

Teachers wishing to apply for this allowance should follow the guidelines set out in the Remuneration Act of 2015.

TSC New Disabilities Allowances updated

A recent report by the Senate Committee on National Cohesion, Equal Opportunity, and Regional Integration, chaired by Marsabit Senator Mohamed Said Chute, assessed diversity among employees in various state departments and government agencies.

The report disclosed that 5,666 teachers employed by TSC are living with disabilities.

The report identified areas for improvement to address employment disparities.

Among the disabilities, teachers with speech impediments are the least represented, numbering only 40, followed by those with multiple disabilities at 43.

Other figures include

  1. teachers with mental disabilities (104),
  2. hearing impairments (389),
  3. visual impairments (1,741),
  4. physical disabilities (3,349).

Additionally, the TSC secretariat employs 135 individuals with disabilities, including

  • 12 with hearing impairments
  • eight with mental disabilities,
  • seven with multiple disabilities,
  • 71 with physical disabilities,
  • two with speech impairments
  • 35 with visual impairments.
